    Public roads aren’t council roads – MoPW shuts down Mayor’s claims

    The Ministry of Public Works has firmly rejected statements by the Mayor of Georgetown regarding the designation of 22 roads as public roads, describing them as legally flawed and misleading.

    In a detailed response, the ministry said the Government of Guyana acted lawfully and in the public interest, dismissing claims that the roads remain under the permanent control of the City Council.

    According to the Ministry, the Mayor’s position is based on a misinterpretation of the Municipal and District Councils Act, which clearly distinguishes “council roads” from public roads.

    Once designated as public roads, the ministry noted, they fall under the authority of the Ministry of Public Works in accordance with the Roads Act.

    The ministry also rejected assertions that the Government “seized” council assets, stressing that roads are public infrastructure and not municipal property, and that the move represents a lawful reallocation of responsibility.

    It further contended that Central Government intervention became necessary due to longstanding neglect, with several roads in poor and hazardous condition despite repeated calls for improved maintenance.

    Highlighting its role in the capital’s development, the Ministry revealed that more than $40.7 billion was invested in road rehabilitation, maintenance, drainage and infrastructure works across Georgetown between 2020 and 2025.
