
Guyana Invites New Proposals for 165 MW Amaila Falls Hydropower Project Under BOOT Model
The Government of Guyana, through the Office of the Prime Minister (OPM), has opened the floor for new proposals for the development of the long-awaited Amaila Falls Hydropower Project, under a Build-Own-Operate-Transfer (BOOT) arrangement. This is part of the country’s strategic effort to achieve a cleaner, more sustainable energy future.
Under the revised Request for Proposals (RFPs), the project is expected to deliver a minimum installed capacity of 165 megawatts (MW), representing a significant step forward in Guyana’s transition to renewable energy.
A Cornerstone of Guyana’s Green Energy Vision
The hydropower facility will comprise the construction of a dam, powerhouse, substation, and a 23-square-mile storage reservoir, all of which will be developed in accordance with the necessary environmental studies and permits. Once completed, the project will serve as a key component of Guyana’s strategy to reduce its reliance on fossil fuels and provide stable, affordable electricity for both citizens and industries.
Revised Conditions for Developers
According to the revised RFPs, interested developers must assume all geotechnical risks associated with the project and demonstrate strong evidence of technical expertise and financial capacity to build a large-scale hydroelectric facility.
To qualify, firms or consortia must have completed at least three hydro projects of 100 MW or more within the past ten years. This ensures that only the most experienced developers participate in the bidding process.
The government has also clarified that although the transmission network will be developed separately, the hydro capacity could be modified to incorporate newer turbine technologies — potentially boosting energy output and efficiency.
Project Structure and Oversight
The Amaila Falls project will be managed by a newly formed Special Purpose Company (SPC), which will take over all licenses and permits issued up to April 2015. Additionally, an independent supervisory body will be appointed to oversee the design and construction stages, following mutually agreed Terms of Reference (ToR).
Proposal Requirements and Deadline
Qualified developers must submit detailed proposals that include project timelines, EPC cost breakdowns, financing strategies, and other relevant commitments, as outlined in the RFP.
The submission deadline is February 15, 2026, and all proposals must be submitted to the National Procurement and Tender Administration Board (NPTAB), located at Main and Urquhart Streets, Georgetown.
