    The increase follows an announcement by Vice President Dr Bharrat Jagdeo at the recently concluded National Toshaos Council (NTC) Conference, in which he pledged that Indigenous villages would soon have greater authority to execute larger government-funded projects.

    The Government of Guyana has significantly increased the value of contracts that can be awarded directly to remote communities, raising the procurement threshold from $5 million to $30 million to accelerate development projects and strengthen community participation.

    The change was formalised by the Procurement (Amendment) Regulations 2026, signed by Finance Minister Dr Ashni Singh and published in the Official Gazette on July 24. The amendment revises Schedule Two of the Procurement Regulations, replacing the previous $5 million limit with a $30 million ceiling for eligible projects in remote communities.

    Schedule Two of the Procurement Act outlines exceptions to the standard open tendering process. Under Section 29 of the Act, procurement may bypass competitive tendering in isolated communities where conventional bidding procedures are impractical due to geographical or logistical challenges.

    Under these provisions, goods, services, and small infrastructure projects can be procured through community organisations or by directly engaging contractors and suppliers based near the affected villages. The objective is to ensure that essential development works can proceed efficiently without delays caused by lengthy procurement processes.

    The amendment was made by the finance minister under the authority granted by Sections 29 and 61 of the Procurement Act, following recommendations from the National Procurement and Tender Administration Board.

    Dr Jagdeo explained that the higher contracting limit would empower villages to undertake more ambitious development initiatives while keeping a larger share of public investment within their communities.

    Previously, community contracts were capped at $5 million, limiting the scale of projects villages could manage independently. With the new $30 million threshold now in effect, Indigenous communities will have greater opportunities to improve local infrastructure, create employment, and participate directly in national development.

    The announcement also forms part of the Government’s broader investment strategy for Guyana’s hinterland regions. This year, $10 billion has been allocated to road infrastructure in remote communities. Although a substantial share of the funding has already been committed to major works, the higher procurement threshold is expected to enable villages to undertake additional projects directly.

    Among the key infrastructure projects currently funded are the ongoing construction of the Moruca-to-Kwebanna road in Region One (Barima-Waini), improvements to the Mabaruma-to-Wauna roadway, and upgrades to critical road networks in Region Nine (Upper Takutu-Upper Essequibo).

    Government officials believe the revised procurement limit will reduce administrative delays, strengthen local participation, and ensure that more public investment reaches hinterland communities in a timely and effective manner, thereby supporting sustainable economic growth across Guyana.
