    Guyana has once again earned international recognition for its responsible management of oil revenues, with the International Monetary Fund (IMF) praising the country’s disciplined fiscal policies, prudent borrowing, and ongoing efforts to strengthen public financial management.

    According to the IMF’s latest Article IV Mission Concluding Statement, Guyana remains one of the region’s strongest fiscal performers, despite the rapid expansion of its economy following major offshore oil discoveries. The Fund noted that the government has maintained a cautious approach to spending and ensured that economic growth benefits citizens through strategic investments and targeted social programmes.

    The IMF expects the fiscal deficit to increase modestly in 2026, largely due to higher spending on social assistance programmes and electricity subsidies to ease the financial burden on households. However, the Fund projects that the deficit will narrow in 2027 as withdrawals from the Natural Resource Fund (NRF) adjust to the country’s fiscal framework, helping to moderate public expenditure over time.

    A key highlight of the IMF’s assessment was Guyana’s impressive financial position. The Fund noted that the country has accumulated substantial savings in the Natural Resource Fund while maintaining one of the lowest public debt-to-GDP ratios in the Western Hemisphere, underscoring sound management of its petroleum revenues.

    The IMF also praised the government’s budget planning process, noting that medium-term fiscal projections, macroeconomic forecasts, and performance indicators already provide a solid framework for effective financial management. As Guyana’s economy continues to expand, the Fund encouraged further refinement of fiscal policy, including consideration of a non-oil primary balance as a long-term guide to sustainable development and intergenerational equity.

    Beyond fiscal management, the IMF recognised the government’s progress in modernising public administration. Authorities are expanding digital services across government agencies, improving integration among public information systems, and enhancing the efficiency of service delivery.

    Public financial oversight is also being strengthened through timely financial audits, improved internal audit systems, and the implementation of a centralised electronic procurement platform to enhance transparency and ensure value for money in public spending.

    The Fund further acknowledged ongoing efforts to resolve outstanding cost-oil audit matters through arbitration, describing the process as reflecting Guyana’s commitment to accountability in the petroleum sector.

    In the area of governance, the IMF welcomed Guyana’s continued efforts to combat money laundering and terrorist financing. The report highlighted the government’s implementation of new anti-money laundering legislation and its actions to address recommendations in the 2024 Caribbean Financial Action Task Force (CFATF) Mutual Evaluation Report.

    The IMF also highlighted progress in strengthening oversight of the mining industry, particularly through planned risk assessments of the extractive sector to identify and address remaining vulnerabilities.

    Transparency initiatives received further praise, with the Fund noting that Guyana has already made parts of beneficial ownership information publicly accessible. It encouraged authorities to continue expanding public access and to strengthen enforcement measures.

    The report also underscored the importance of strengthening the Integrity Commission’s work, including improved compliance with asset-declaration requirements for public officials, as part of broader governance reforms.

    The IMF concluded that it would continue to work closely with Guyanese authorities to support the development of fiscal policies that balance current development priorities with long-term economic sustainability, ensuring Guyana’s growing oil wealth delivers lasting benefits for future generations.
