President Dr Mohamed Irfaan Ali has announced new restrictions on the importation of vaping products into Guyana, pointing to concerns about their growing popularity among children and young people and the possible consequences for public health.

The proposed measure will be implemented through an order signed by Senior Minister in the Office of the President with responsibility for Finance, Dr Ashni Singh, under the Customs Act, Chapter 82:01. It will prohibit the importation of all types of vaping devices and products unless approval is granted by the Minister of Health or the relevant tobacco control authorities.

In a social media address on Saturday evening, President Ali said the decision followed concerns expressed by parents, teachers, religious leaders and other members of the public about the increasing availability and use of vapes, particularly among students.

The President stressed that vaping products should not be regarded as harmless simply because they are often promoted as alternatives to traditional cigarettes. He pointed to warnings from the World Health Organisation regarding the potential health effects of vaping, including exposure to toxic substances, respiratory complications and nicotine dependence.

He also highlighted the particular risks for children and adolescents, noting that nicotine exposure can interfere with brain development. Concerns were further raised about possible effects during pregnancy and the uncertainty surrounding the long-term health consequences of vaping.

President Ali described the decision as part of the government’s responsibility to protect young people and address emerging public health threats.

“This evening, I believe we are taking a decisive step in protecting our children, protecting our schools, and safeguarding our families, communities, and society,” he said.

The restrictions are intended primarily to curb the importation of vaping products for recreational purposes, particularly as concerns grow about their use within the school environment. However, the proposed measure will allow exceptions for products that receive the necessary approval from the relevant authorities.

According to the President, legitimate medicinal, therapeutic or other approved applications may still be considered, provided they comply with Guyana’s laws, regulations and established medical standards.

The government’s announcement signals a move to tighten oversight of vaping products, with a particular focus on limiting young people’s access to them while retaining regulatory provisions for authorised uses.
