Minister of Foreign Affairs and International Cooperation Hugh Todd has called on United Nations (UN) Member States to renew their commitment to the principles and objectives of the UN Charter, emphasizing the importance of consistently applying international law and rejecting double standards.
Speaking during the 9732nd Meeting of the United Nations Security Council (UNSC) on “Maintenance of International Peace and Security: Leadership for Peace – United in Respect of the UN Charter, in Search of a Secure Future,” Minister Todd highlighted the growing trend of diminishing respect for the Charter. He noted that at the core of every violation of international norms is a blatant disregard for the provisions of the UN Charter.
Todd stressed the need for accountability, stating that countries that violate established global standards should face consequences. “We must, therefore, make it consequential for those Member States who violate established global norms and standards, including international law,” he said.
The minister also strongly condemned what he described as the “selective application of international law,” urging all UN Member States to resist double standards in the enforcement of legal norms. He warned that such inconsistencies threaten to erode the United Nations’ foundation. “We as Member States of the United Nations must not and cannot accept double standards in the application of the legal norms to which we have all agreed,” Todd asserted.
Minister Todd reminded the global community that while membership in the United Nations is voluntary, adherence to the Charter’s principles is a legal obligation. He urged Member States to ensure the consistent application of these standards.
Minister Todd emphasized the global consequences of failing to adhere to the UN Charter by drawing attention to ongoing conflicts in regions such as Gaza, Sudan, and Ukraine. He expressed deep concern over the human suffering caused by these conflicts and highlighted the devastating impacts of war on civilians. “War strips away a person’s dignity,” he said, referring to the hardships faced by Palestinians, Ukrainians, and Sudanese populations.
Minister Todd also underscored the international community’s responsibility to protect civilians, regardless of nationality, race, or political interests. “Every human life is valuable, and we cannot make distinctions about the protection needs of civilians based on invalid criteria,” he stated.
He further emphasized the importance of collaboration between the UN and regional organizations, including the African Union, European Union, and the Caribbean Community, in maintaining international peace and security.
Minister Todd pointed to the intrinsic link between peace and development, urging global leaders to demonstrate bold and visionary leadership in pursuing sustainable peace. He said: “Peace is the foundation for development, and development itself is critical for sustainable peace,” reaffirming Guyana’s commitment to contributing to this global cause.
