Georgetown, Guyana — Guyana and India have signed three bilateral agreements aimed at modernising digital infrastructure, strengthening small and micro enterprises, and supporting community development.
The agreements were formalised on Wednesday during a bilateral meeting between President Dr Mohamed Irfaan Ali and India’s Minister of External Affairs, Dr Subrahmanyam Jaishankar, on the sidelines of the 28th Commonwealth Heads of Government Meeting (CHOGM) in Antigua and Barbuda.
The agreements cover digital public infrastructure, manufacturing projects for micro and small enterprises, and Indian grant assistance for community-based Quick Impact Projects (QIPs).

Guyana Moves Towards India-Style UPI Digital Payment System
A major component of the partnership is the development of a modern digital payment system in Guyana, modelled on India’s Unified Payments Interface (UPI).
The proposed platform is expected to make financial transactions faster, more efficient and more accessible for individuals and businesses.
President Ali said the system is expected to be launched by the end of 2026, with India providing technical expertise to support its implementation.
The initiative is expected to reduce transaction costs, improve financial security, strengthen transparency and make it easier for businesses to conduct payments.
More than 20 Guyanese are also expected to receive practical training in India’s UPI environment to develop the technical knowledge required to support the new system.
President Ali said the agreement would create opportunities for collaboration between innovators and technology professionals from both countries.
Manufacturing Opportunities for Small and Micro Enterprises
The second agreement focuses on the supply and installation of manufacturing projects for micro and small enterprises.
The initiative is intended to strengthen local entrepreneurship by providing opportunities to establish manufacturing facilities, improve technical capabilities and expand business activities.
It is also expected to support employment generation and contribute to the development of Guyana’s small-business sector.
The partnership reflects efforts by both countries to use technology transfer and industrial cooperation to create new economic opportunities.
Indian Grant Assistance for Community Development
The third agreement establishes a framework for Indian grant assistance through Quick Impact Projects.
These projects are expected to address development priorities at the community level and support initiatives that can deliver practical benefits to residents.
The arrangement will provide opportunities for Guyana and India to work together on targeted projects aimed at improving local development and essential services.
The initiative forms part of India’s wider development cooperation with Guyana and its commitment to strengthening partnerships with countries across the Caribbean.
President Ali Highlights Growing Guyana-India Cooperation
President Ali acknowledged India’s contribution to Guyana’s human capital development, technology transfer and expansion of essential services.
He said the agreements represent the outcome of sustained discussions between the two governments and demonstrate their shared interest in using innovation and cooperation to accelerate development.
The President also highlighted the importance of connecting Guyanese innovators with their Indian counterparts, particularly in emerging technologies and modern digital systems.
Dr Jaishankar said the agreements were part of fulfilling commitments made by Indian Prime Minister Narendra Modi during his visit to Guyana in November 2024 and his engagement with CARICOM leaders.
India Extends US$500 Million Line of Credit to Guyana
Alongside the three agreements, India announced a new US$500 million Line of Credit to support Guyana’s development priorities and infrastructure projects.
The financing is expected to cover major investments in road infrastructure, healthcare and defence.
President Ali welcomed the credit facility, describing it as an important step in the next phase of India’s investment cooperation with Guyana.
The two governments will now work towards identifying and developing projects under the financing arrangement.

Partnership Opens New Opportunities for Technology and Development
The latest agreements represent an expansion of cooperation between Guyana and India across digital technology, manufacturing, community development and infrastructure financing.
The proposed UPI-style payment platform, in particular, could support Guyana’s efforts to modernise financial services and improve access to digital transactions.
With technical training, technology transfer and new investment opportunities forming part of the partnership, both countries are seeking to translate their longstanding relationship into practical development outcomes.
