    Carolyn Rodrigues-Birkett secures highest ‘encouraged’ votes at UN straw polls

    Guyana’s candidate for United Nations Secretary-General, Carolyn Rodrigues-Birkett, has moved into the lead following the second United Nations Security Council straw poll, securing the highest number of “encourage” votes among the candidates.

    Rodrigues-Birkett received eight encourage votes, three discourage votes and four no-opinion votes in the second round. The result places her ahead of Rebeca Grynspan, who received seven encourage votes, four discourage votes and four no-opinion votes.

    The latest result represents a shift from the first straw poll, when Grynspan led the field with 10 encourage votes. Rodrigues-Birkett had secured nine encourage votes, two discourage votes and four no-opinion votes in that round.

    While Rodrigues-Birkett’s encourage tally declined by one vote in the second round, Grynspan’s fell by three.

    What is a straw poll?

    A straw poll is an informal, non-binding vote used by the 15 members of the United Nations Security Council to gauge the level of support for candidates seeking to become UN Secretary-General. Rather than immediately holding a formal vote, Council members indicate whether they “encourage,” “discourage,” or express “no opinion” on each candidate.

    The process allows candidates and Security Council members to see how support is developing and helps narrow the field as successive rounds are conducted. An “encourage” vote signals support for a candidate to continue, while a “discourage” vote indicates opposition and a “no opinion” vote reflects neither support nor opposition at that stage.

    Importantly, winning a straw poll does not mean that a candidate has been selected as Secretary-General. The Security Council must ultimately agree on a recommendation to the United Nations General Assembly.

    At this stage of the process, the votes are anonymous and are not colour-coded to distinguish the votes of the Council’s five permanent members — China, France, Russia, the United Kingdom and the United States. This distinction becomes particularly important later in the process because each permanent member possesses veto power over the Security Council’s eventual recommendation.

    The latest result nevertheless represents a significant showing for Rodrigues-Birkett, placing a Guyanese and Caribbean candidate at the front of the race after the second round of voting.

    The process is expected to continue through additional straw polls as the Security Council works towards identifying a candidate capable of securing the necessary support to be formally recommended to the General Assembly.

    For Guyana, Rodrigues-Birkett’s latest showing marks an important stage in the campaign, with the former Foreign Affairs Minister diplomat maintaining a strong showing and entering the next phase at the head of a highly competitive international field.
