    US President Donald Trump has announced an agreement with Russian President Vladimir Putin for Russia to supply diesel fuel to the United States and global markets, marking a significant shift in Washington’s policy towards Moscow following Russia’s invasion of Ukraine in 2022.

    The agreement comes as diesel prices in the United States remain elevated, putting pressure on consumers, farmers, transport operators and businesses.     Russia to Supply Diesel in Multiple Shipments

    Trump announced the agreement following a telephone conversation with Putin on Friday. According to his announcement, Russia would immediately supply more than 300,000 metric tonnes of diesel, followed by another 500,000 tonnes in November and additional shipments in the following months.

    The US Treasury Department subsequently issued a temporary licence allowing Russian diesel imports until April 7, 2027. The move provides a limited exemption from restrictions imposed on Russian energy exports.

    The administration expects additional supplies to help ease pressure on the domestic fuel market.     Since Russia launched its full-scale invasion of Ukraine in February 2022, the United States and its allies have imposed extensive economic restrictions aimed at limiting Moscow’s ability to finance its military operations.

    Restrictions on Russian petroleum products, introduced alongside broader measures against the country’s energy sector, encouraged international buyers to seek alternative suppliers.     The new agreement raises questions about the consistency of Washington’s sanctions strategy. The Trump administration has recently backed measures intended to restrict Russian energy revenues, making the decision to permit diesel imports a notable policy reversal.

    Ukrainian President Volodymyr Zelenskyy criticised the agreement, arguing that easing restrictions on Russian fuel exports could provide Moscow with additional resources while the war continues.

    The announcement also prompted objections from US lawmakers. Republican Representative Don Bacon argued that Washington should strengthen pressure on Russia rather than relax restrictions that could help finance its military campaign.

    Although the announcement initially pushed US diesel futures lower, energy analysts have warned against expecting a substantial or sustained price decline.     The deal could nevertheless provide some additional flexibility for buyers facing tight supplies.
