GEORGETOWN, Guyana — President Dr. Mohamed Irfaan Ali has announced that the first session of the 13th Parliament will be held on Monday, November 3, at the Arthur Chung Conference Centre (ACCC), starting at 2:00 PM.

The President made the announcement on Thursday during a live broadcast, in accordance with Article 69(1) of the Constitution, which requires that each parliamentary session be convened at a time and place determined by the Head of State.

President Ali confirmed that the ACCC will serve as the official venue for both the inaugural sitting and subsequent sessions of the new Parliament.

The 13th Parliament is convened following the 2025 General and Regional Elections, in which the People’s Progressive Party/Civic (PPP/C) reinforced its parliamentary majority, increasing its seats from 33 in 2020 to 36.

A significant political shift has also formed on the opposition benches. The newly created We Invest in Nationhood (WIN) has become the main opposition party, winning 16 seats—an event that replaces the long-standing A Partnership for National Unity (APNU), whose biggest member party remains the People’s National Congress Reform (PNCR).

The APNU coalition won 12 seats, while the Forward Guyana Movement (FGM) secured one seat, rounding out the 65-member National Assembly. Seats are distributed based on the Hare quota system, reflecting both national and regional constituency votes.

In September, President Ali announced a 36-member leadership team, which includes a 25-member Cabinet and 11 additional parliamentary representatives, combining experienced policymakers with emerging young leaders. Opposition parties have since finalized and revealed their own parliamentary line-ups, preparing for the upcoming legislative session in Guyana’s changing political scene.
