The Government of Guyana has sought to secure an additional $54.9 billion in funding to fast-track a number of major development projects and programmes, including the transformative Gas-to-Energy (GtE) Project, expanded housing initiatives, road construction, and agricultural development.
On Friday, Senior Minister in the Office of the President with Responsibility for Finance, Dr. Ashni Singh, presented Supplementary Financial Paper No. 1 of 2026 to the National Assembly, seeking approval for $54.89 billion in additional expenditure for the fiscal year ending 31 December 2026. The financial paper is expected to be debated and considered at the next sitting of Parliament.
A significant share of the supplementary allocation—approximately $19.1 billion—has been earmarked by the Office of the Prime Minister to provide additional resources for several key initiatives, including the Government’s flagship Gas-to-Energy Project at Wales, West Bank Demerara. The new allocation will complement the $10.7 billion already approved in Budget 2026 for the project.
The Gas-to-Energy development remains one of the most significant infrastructure projects in Guyana’s history and is expected to reduce electricity costs by up to 50 per cent while improving energy reliability nationwide. The project includes a 300-megawatt combined-cycle power plant and a Natural Gas Liquids (NGL) facility to process natural gas transported from the offshore Stabroek Block.

Construction activities continue at an accelerated pace. The power generation facility will be powered by four SGT-800 gas turbines and two steam turbines. Reports earlier this year confirmed the installation of all four gas turbines, while work on the steam turbine systems and associated infrastructure continues.
United States-based contractor Lindsayca, responsible for the integrated gas processing facility, has intensified efforts to meet the Government’s target to commence power generation by the end of 2026. Recent milestones include the successful installation of all four heat-recovery steam generator bypass stacks, with structural, electrical, and substation works ongoing across the project site.
The housing sector is also set to receive a major boost, with the Government seeking an additional $17.5 billion to support an expanded work programme. The allocation aligns with the People’s Progressive Party/Civic’s commitment to expanding home ownership opportunities, eliminating housing application backlogs, and building 40,000 new homes during its current term in office. Earlier this year, Budget 2026 allocated $159.1 billion to the housing sector.
Further investments are planned in transport and public infrastructure. The Ministry of Public Works is expected to receive an additional $8.5 billion, comprising $6 billion for roads and drainage projects and $2.5 billion for hinterland road development. These investments aim to improve connectivity, support economic activity, and enhance access to services across the country.
Agriculture, one of Guyana’s key productive sectors, is also set to receive additional support through supplementary funding totalling $8.3 billion from the Ministry of Agriculture. This includes $807.5 million for the Guyana Rice Development Board (GRDB), $3 billion for the Guyana Sugar Corporation (GuySuCo), and $4.5 billion for the National Drainage and Irrigation Authority (NDIA) to strengthen agricultural productivity and resilience.
Additional allocations have been proposed under the Ministry of Public Utilities and Aviation, including $600 million for the maintenance of coastal airstrips and $496.3 million to expand water interventions and water-filling station programmes. The Ministry of Home Affairs is also expected to receive $60 million to support an accelerated work programme for the Customs Anti-Narcotics Unit (CANU).
According to the Ministry of Finance, the supplementary funding request is intended to ensure the uninterrupted implementation of the Government’s development agenda and to sustain investments that improve the quality of life for Guyanese citizens.
The Ministry noted that over the past five years, the Government has significantly increased investment in drainage and irrigation systems, agriculture, healthcare, education, housing, transport, digital services, and energy infrastructure. It emphasised that the additional resources requested through the supplementary financial paper will help sustain the momentum of these national development programmes as Guyana continues its rapid transformation.
