THE Guyana Civil Aviation Authority (GCAA) and the Uganda Civil Aviation Authority (UCAA) have signed a Memorandum of Understanding (MoU) aimed at strengthening technical cooperation and advancing civil aviation standards in both countries.
The agreement provides a framework for the two aviation authorities to share expertise, knowledge and best practices while supporting the modernisation, management and maintenance of their respective civil aviation systems.
Through the partnership, Guyana and Uganda will collaborate in several key areas, including aviation safety oversight, aircraft certification, personnel licensing and training, aerodrome management and airworthiness.
The MoU also covers the implementation and strengthening of State Safety Programmes (SSP) and Safety Management Systems (SMS), as well as institutional development, human resource capacity building and the regulation and economic oversight of air transport.
As part of the agreement, the two authorities will facilitate the exchange of technical information and expertise, while allowing for the deployment of specialists and instructors to support training programmes and technical missions. Joint studies and other initiatives may also be undertaken where they are mutually beneficial.
The cooperation is expected to provide both authorities with opportunities to strengthen regulatory capacity and improve the safety, efficiency and overall performance of their aviation sectors.
The agreement also establishes provisions governing confidentiality and intellectual property, with all collaborative activities to be undertaken in accordance with the respective laws and regulations of Guyana and Uganda.
Any differences that may arise regarding the interpretation or implementation of the MoU will be addressed through consultation and dialogue between the two authorities.
Director General of the GCAA, Lt. Col. (ret’d) Egbert Field, A.A., welcomed the agreement, describing it as an important step towards strengthening aviation safety and operational standards in both countries.
“This collaboration paves the way for improved aviation safety and operational excellence. Through this MoU, we are taking decisive action to raise the bar for civil aviation in both Guyana and Uganda,” Field said.
The MoU was signed on behalf of Guyana by Lt. Col. (ret’d) Egbert Field, A.A., while Uganda was represented by Mrs. Olive Birungi Lumonya, Deputy Director General of the Uganda Civil Aviation Authority.
The agreement signals a growing commitment by Guyana and Uganda to closer international cooperation and the continued development of safe, efficient and internationally aligned civil aviation systems.
