In my virtual presentation this morning, I picked up from where the Vice President left off yesterday at his press conference on this matter. I added an important point: to determine whether there is abuse of public financial resources, one must establish that funds appropriated for government programs were redirected to electioneering activities for the incumbent. That is not the case here. (If, at all, there is any redirection or misappropriation, it will be flagged by the Auditor General.)
Importantly, the national budget was duly and properly approved earlier in the year. All programs implemented thereafter—up to the point before the President dissolved Parliament—were part of that approved budget. These programs must continue because they were already appropriated and in execution prior to the dissolution of Parliament.
Therefore, there is no abuse, no violation, and no misappropriation.
